Browser version: Chrome latest

Describe the bug: Observability ->Alerts page-> Disabled button is failing "Buttons must have discernible text".

This is the success criterion to meet this check.

## Summary

This PR fixes buttons must have discernible text issues by adding
aria-label to the `EuiButtonEmpty` components.
