[HTTP/OAS] Auto bundle staging OpenAPI specs (#193402)

**Relates to:** #189262 ## Summary This PR adds scripts to automatically bundle staging Kibana OpenAPI specs in CI. It's done in a similar way as in #189262. (cherry picked from commit a378064)
