Backport PR for #112028. Fixes old datastreams to continue using ILM instead of getting
Unmanagedafter upgrade tov8.15.x.While it is still a backport PR, the source PR needed to be reverted due to issues with serverless. This patch, OTOH, should be good to go as it will not be used in serverless.
