Only a refactoring in structure, shouldn't trigger a rebuild. Preparation for building multiple image variants as well as migrating nested/bare-metal images to NixOS which currently use azurelinux. This tries to move the complexity into the builder funcs so development on images can focus on nixos modules and their composition.
