If there are multiple reference values, we don't immediatly want to log every single error, we only want to log errors when all validators have failed. Follow-up for 3568fe4
Now that we also want to support TDX, we can't just always pass a SEV-SNP report.
We'll reuse this from TDX code, so this can't live in the SNP package.
