This PR adds high availability capabilities to vagrant set-up. It also introduces a few things such a load balancer capabilities on your local machine. This can improve the ballerina testing process. There is also an Nginx service that is to ensure ha capabilities.
The read me has been updated slightly to reflect the changes. Please let me know if there is anything further you require when reviewing this.
