Adds the ability to read the repositories.json deposit services configuration file from S3. Spring cloud aws supports adds this functionality. This will simplify our AWS infrastructure/deployment by removing the EFS/DataSync AWS resources for deposit services.
This is for eclipse-pass/main#888. I will open a separate PR for the nihms loader with the same change, but I wanted to open this PR first so it can be reviewed/merged so that I can test it in stage.
