Task

Create an HTML and CSS schema for the new Toolbar component for dotCMS UVE, activated only when the FEATURE_FLAG_UVE_NEW_PREVIEW_MODE feature flag is on.

Design the new look and feel of the toolbar.

Acceptance Criteria

• Develop the HTML structure for the new toolbar.
• Style the new toolbar using CSS to match the desired look and feel.
• Verify that the new toolbar design integrates seamlessly with the existing UI when the feature flag is enabled.
• This is only an HTML structure, doesnt have js logic, so in case of existings components, use a placeholder instead

If we activate FEATURE_FLAG_UVE_PREVIEW_MODE we can see the new look and feel of the toolbar partially implemented

We will work on migrating the other components and functionality in other tickets.
