`cargo run -- 'http://localhost:9020' examples/simpleish/seatrial.ron` spins up dummy threads, but otherwise fully parses the config file into the format we actually want for each grunt's worker thread. pipeline *definitions* are implemented, their backing implementations are not, not network requests happen yet

opening this draft so there's a formalized place to start doing actual line-level code review as necessary, now that the initial boilerplatey standup process is largely done and I don't foresee huge, earth-shattering changes to the overall architecture or code layout here.
aside from obviously rewriting the commit history, everything from #1 is going to need to be tackled before this merges, so this is strictly a draft for now to gather feedback.
