CakePHP 3.x version

Added method to create resources which don't exist.

Added a method to create resources which don't exist.
This is needed if you start with an empty Transifex project.

Also raised minimum PHP requirement to PHP5.4 (as PHP5.3 is long EOL).

Official Release

Now that push() is also available besides pull() this plugin is now officially shippable.
