Picked and rebased from #154.

From original pull request:

Phytium JPEG Engine is used to capture video data from external digital/analog sources and compress it to JPEG images.

Phytium JPEG Engine is used to capture video data from external
digital/analog sources and compress it to JPEG images. The
driver adopts the interfaces provided by V4L2 framework.

The timer30 and timer31 trigger interrupt threads, should
be an atomic operation. There shouldn't be disturbed by
other threads during the interval between the two interrupts.
