deepin: arm: config: Update deepin_arm64_desktop_defconfig for HISI

Follow changes:
 *Enable some HISI drivers
 *Change some configs from 'y' to 'm'
 *Enable more drivers for ARM64
 *Disable Linkdata RAIDHBA card driver for build fail
