deepin: arm64: config: Update deepin_arm64_desktop_defconfig for hns3

Follow changes:
 *Change some configs from 'y' to 'm'
 *Enable some HISI drivers
 *Enable more other drivers
 *Disable linkdata raidhba card driver because of build fails (it will
be fixed and come back soon).
