loosen CG summary, grammar/copy-edit, PR comments (mozilla#359)

loosen CG summary since we're now stating positions on docs from other CGs like Privacy, minor grammar improvements / copy-edits, pull requests commentary may discuss accuracy of reflecting issue discussions/consensus.
