Implement MVP for webstepper (#101)

* add buttons

* render svg

* remove comment

* Configure webpack to serve static images

* install react-code-blocks and add initial functionality for code display

* installation

* switch packages and add highlighting for lines

* change line number to start at 0 and change code to match svgs

* add tests

* Move dependency

* Use image for dimensions and use codeText to set limit

* add review changes

* Remove hard coded canvas dimension

* move styles into css

* Change CSS class names and refactor highlight style

* Rename CSS classes

* Fix classname

* Fix class names

* Remove &

* rename and add new classes

* Update tests to reflect changes

* fix transform wrapper
