What does this PR do?
It upgrades kubectl to 1.29.5 which the server has also been upgraded to

Build dplsh locally (docker build . -t dplsh:new-kubectl in the /tools/dplsh folder, run the dplsh (DPLSH_IMAGE=dplsh:new-kubectl ../tools/dplsh/dplsh.sh in the /infrastructure folder) and then run the cluster:auth task. When that's done run kubectl version and verify the version
