Bump shell-quote and @expo/webpack-config in /erccert

Removes [shell-quote](https://github.com/ljharb/shell-quote). It's no longer used after updating ancestor dependency [@expo/webpack-config](https://github.com/expo/expo-cli/tree/HEAD/packages/webpack-config). These dependencies need to be updated together.

Updates `@expo/webpack-config` from 0.17.3 to 18.0.1
