Restore License file for each language

Ideally each package manager would use the LICENSE files included in the
project root directory. Unfortunately package managers can't, won't or
don't.

 * Ruby: LICENSE file must be explicitly included in gemspec, but can't
   access the parent directory.
 * JavaScript: Picks up any LICENSE file by default and nothing else.
 * Go: Clones a subdirectory, may not include root?.
 * ect, ect, ect.

So while it would be really nice to de-duplicate these files, it is
creating more trouble than it is worth. And while giving each language
a LICENSE is unnecessary, it does make things consistent which makes it
easier to (eventually) check automatically.

Also fixed the misattribution added in 00d87c4.
