This PR adds a button that will take the set data file and the data already downloaded into it, and create layers in the project, as if the data had just been downloaded.
This is useful for sharing a large download (e.g. Prague) between projects or people, letting users still add the layers if they change their mind, or scrapping modified versions of layers and starting from the default.
