To recreate commits with GPG signature git fetch upstream && git rebase --force --gpg-sign upstream/main

Description of the change:

Overwritting the IllegalArgumentException http code to 400 Bad Request

Motivation for the change:

The RulesPostJsonIT.testAddRuleThrowsWhenRuleNameAlreadyExists is expecting 500 error code, but it seems wrong (in my opinion, this is a bug from quarkus or rest). A request with invalid header should be returning a client code (4xx).

How to manually test:

mvn clean verify
