This PR bumps the upjet dependency to commit b674f3dd0c9f to cache the creation instance state even in case of errors. Please see crossplane/upjet#313 for more context. It also uses a copy of the Terraform provider schema with the schema.Provider.Configure call to prevent a race between the reconciliations of MRs belonging to different regions.

It also introduces the SSA merge strategy kubebuilder markers (and the associated OpenAPI extensions) for maps and scalar lists.

I have:

How has this code been tested

Tested manually using a custom build of the provider based on this PR:

• Tested with two VPCs belonging to different regions with each VPC being updated every second to force a reconciliation. Before the proposed changes, the provider leaks VPCs and with the proposed changes, I have not observed those leaks.
• As discussed in here, we have not been able to reproduce the throttling related issue. But we have identified an issue which is detailed in Cache the Terraform instance state returned from schema.Resource.Apply even if the returned diagnostics contain errors crossplane/upjet#313 which could cause this issue and modified the Terraform AWS provider to "generate" this issue (the AWS SDK create call succeeds but the subsequent status refresh fails). The proposed changes can prevent the conflict that's reported in ThrottlingException failure permenantly blocks route53resolver/RuleAssociation creation #1010 under these circumstances.
