The purpose of this PR is to compare rewards computed in this repo with rewards computed in cowprotocol/solver-rewards#425
The main code change is the removal of a budget and of consistency rewards. This makes it more compatible with the mechanism we will be using in the future.
The quote reward is hardcoded to 1 XDAI. The value is just meant to count the number of quotes. It is later converted using an appropriate COW value.
