Summary
This replaces mkdocs with quartodocs as the preferred documentation system. Quarto allows you to render code inside of the document and is more familiar to me with regards to document customization and formatting.
Changes Made
Removed all of the mkdocs material and replaced with quarto and quartodocs workflow.
Motivation and Context
It makes future documentation more flexible and easier for me to modify. The defaults also look nicer!
