With the src/cloud-api-adaptor/podvm/files/etc/tmpfiles.d/policy.conf
directive (and other changes) the default policy is hard-coded to allow-all.rego, so
our documentation about how to config a more restrictive policy is now wrong. We should either fix the bug, or update the docs like f5f12c2
