Initial FAQ page

Initial push for #40. Added initial FAQ structure and a few answers to get us started.

I'd love opinions on questions we should add and questions we should remove. I also need help writing some of these answers from people with more subject matter expertise than myself!

I left "What is conda" off the FAQ, but it would likely make sense for it to go there? We'll need to consider what should go on the docs/intro.md page, but I thought that would be scope creep for this PR.
