Thanks for your enhancement :), you can use ``` here in replacement of :: in `.rst` file, the current layout is little bit ugly :P

(I tried to follow what was written i did understand it overall but not perfectly)
ISSUE_TEMPLATE.md written instead of a link
basically i just copied what was written on the other side of the link because if someone have a crappy connection he/she won't have to wait for another tab/page to appear (sorry if this pr is useless)
