Bia bob suggestions

here comes now bia-bob support as dicussed in #159 . With these changes, bia-bob can suggest how to use pyclesperanto properly:

The changes here come together with modifications in bia-bob and pyclesperanto_prototype ensuring that the non-prototype is preferred.

• silent bia-bob suggestions in case the non-prototype pyclesperanto is installed. pyclesperanto_prototype#342
• Special handling for pyclesperanto versus pyclesperanto_prototype haesleinhuepf/bia-bob#210

I presume we can remove this code in 2-3 years, once new LLMs have been trained which are aware of pyclesperanto, and how to use it. For the time being, this may make the adoption easier.
