Correct Fee Calculation

Corrects a bug in the tx fee calculation method.

Basic functionality

Basic functionality is in place.
Will calculate appropriate fee and send the rest of the change back to the original address.

50 Wallet Tested

Basic functionality in place using dashd for pushing transactions. Uses a fixed username and password as well as a fixed keypair. Tested with 50 paper wallets for a giveaway but not for real work because code has to be changed to re-use.
