NUS format support + Smaller Latte optimizations + Refactoring

In this PR:

• Support for game dumps in NUS/WUP format (collection of .app files + title.tmd + title.tik) Closes Feature request: support games in .app/.tmd/.h3 format #929
• Shader decompiler will now limit the size of uniform buffers if it can be determined at translation time. Smaller uniforms means the uniform synchronization overhead is reduced a bit.
• Added a Vulkan API CPU profiler. This can only be enabled in source code and is mainly intended to aid with optimization work.
• Fixed an issue where WUA conversion would ignore updates
• Better error messages when encrypted titles fail to launch, like informing the user about missing key in keys.txt
• Use utf8 in more places
• Updated Windows build instructions in BUILD.md
• Make the Windows build DPI-aware again (Closes Please add DPI aware for Windows build. #828 [Feature Request] Windows High DPI Support (Make Cemu DPI Aware) #155 "Windows display scaling"lead to pixelated graphics. #896)
