Overview

  • Numpy 2.0 has been out for a few months, and all of our dependencies are now allowing its use. This PR updates PUDL to allow it as well, and makes a couple of tiny changes to accommodate the new version.
  • Also incorporates changes from Update to Splink v4.0 #3834
