Rely on a single file to specify the environment: remove the redundant Binder conda `environment.tml` file, and rely on the `requirements.txt` file. Update the Binder `runtime.txt` file to use Python 3.8. Relevant documentation: https://mybinder.readthedocs.io/en/latest/using/config_files.html#requirements-txt-install-a-python-environment
