Prepare 0.7.2.0 release.

Reformatted.
Use new .github workflows.
Updated package metadata.
Fix src-assertions/Assertion.hs build error and remove unliftedarrayfunctions cabal flag.
Delete tests that refer to functions that have been removed.
Removed all code that added support for GHC < 9.4.
