This PR adds a package for talloc, a memory allocator from the Samba project. It's a C library, and it's a dependency of PRoot.
As part of this PR, I updated the Python package to build using a shared library. The talloc package also includes the Python library under
lib/python3.13/site-packages, although it's not exposed via an env var at the moment. I wasn't sure the best way to handle Python packages like this, since the directory includes a specific (minor) Python version number, so I felt it was best to not try to expose it for now. In other words, the package isn't really meant to be used as a Python package at the moment.
