Deploy to new environments

Github Actions and Helm templates to deploy:

• www.boost.cpp.al - future production site. The URL can be changed later. 'main' branch.
• www.stage.boost.cpp.al - a staging site similar to boost.revsys.dev. 'develop' branch.
• cppal-dev.boost.cpp.al - linked to my git fork, internal testing.

Out of an abundance of caution, since the beta was just released today, let's not merge this pull request until early next week.

Please no "main" branches, use "master". I don't feel like relearning 15+ years of habit.

Not to merge quite yet: Depends on PR 366 first. And then change branch names here also.
