Use local xml.xsd

More recent versions of Ruby/Nokogiri follow the xs:import link in datacite-metadata-v3.1.xsd and fail, as "http://www.w3.org/2009/01/xml.xsd" no longer returns a valid xml.xsd file. The solution is to use a local file.
