In accordance with #152

Lowered backstop withdrawal queue to 21 days

Removed drop delay because the backstop swap queue system means it's not necessary

LG2M. Good catch on the 45 day check fork check on the emitter when the 31 day backstop swap queue on the emitter is sufficient to prevent fork spam exploits.
