Implement not_applicable for OntologyTerm #58

In response to bigbio/proteomics-sample-metadata#454, this PR makes the following changes:

  • Add a new parameter not_applicable for OntologyTerm, analogous to not_available;
  • Allow not applicable for comment[cleavage agent details] (for top-down, imaging, etc.) and for characteristics[organism] (for synthetic peptide libraries, etc.)

No checking is done on whether the use of not applicable is justified. Much more work would be needed to allow that.
