added support for ppc64le

We will be moving to github actions for all our repos by the end of the week. Does github actions support that architecture? |

At present we focused on hardware for the travis. Github Actions will have Power support in the future, we are working on this. |

Add support for architecture ppc64le. This is part of the Ubuntu distribution for ppc64le.
This helps us simplify testing later when distributions are re-building and re-releasing.
