The Credit Trading feature in TFRS will replace the existing Credit Transfer Proposal Form. Fuel suppliers will be able to initiate credit transfers with one another and submit them to the Director for review and approval. Government will be able to review the proposals and the Director will be able to approve or decline to approve them. This feature is expected to:
- Reduce government review and processing times,
- Increase credit trading activity,
- Reduce errors and mistakes in submitting proposals,
- Allow fuel suppliers and government officials to track the progress of proposals, and
- Increase the security of this process by having it be contained within TFRS rather than email.
Negotiations and purchase contracts are outside of the Ministry's purview and will continue to occur independently of TFRS and the Ministry.
The Compliance Reporting and Exclusion Reporting features in TFRS will replace the existing excel-based forms (Compliance Report & Exclusion Report). Once completed, fuel suppliers will be able to fill out and submit these reports to the Director. Government will be able to review the reports, assess compliance with the BC-LCFS, and validate any surplus credits. Fuel suppliers will also be able to submit supplemental reports in the event that new fuel supply information is discovered or existing information has changed. Once complete, this feature is expected to:
- Reduce fuel supplier time required to complete the reports,
- Reduce government review and processing times,
- Reduce errors and mistakes in reporting,
- Allow fuel suppliers and government officials to track the progress of reports, and
- Increase the security of this process by having it be contained within TFRS rather than email.
The Secure File Submission feature is an additional component of TFRS that will allow fuel suppliers that have entered into Part 3 Agreements with the Ministry to securely submit evidence in support of the completion of designated milestones. Currently this process is done entirely through email; suppliers have expressed concerns around the security of the existing process. Once released, this feature is expected to:
- Increase the security of this process by having it be contained within TFRS rather than email,
- Reduce government processing time, and
- Allow fuel suppliers and government officials to track the progress of submissions.
