not sure if this is really the fix, when I run mvn site locally on the tag v12.0.1 it created the sites but under the snapshot filter target/site/snapshot/12.0 instead of target/site/release/12.0...

can you try with additionally adding the -PossrhDeploy flag? then the pointers should be set to the 'release' site.
