Fixes 🐛 - SCP and Tagging Policy files were not using relative pathing

Resolves initial issue in 3.0.0 that caused SCP and tagging policy files to not use relative pathing when being searched for in the folder structure and thus being stored as absolute paths (including the adf-bootstrap prefix)
