Amazon MWAA - Local Runner 1.10.12

We are releasing v1 of MWAA local runner. Amazon MWAA customers have asked for a way to develop DAGs, Plugins, and test dependencies using requirements.txt on a local environment that is a close representation of an MWAA environment in the cloud. Local runner builds a local container image (based on amazonlinux2) and runs on docker desktop.
