Gizmo is the simplest CMS around. It has:

1. No configuration
2. No database
3. No forms or interface to learn

Its writen in PHP and keeps all its content in files and folders. One folder = one webpage. Simple and easy to understand and structure. If you can manage your files in to folders you can manage your website.
