Bootstraps preflight checks including new command gale validate <workflow> <job> [flags].

This PR:

  • Bootstraps preflight checks package
  • Adds new validate cmd
  • Add Validations for dagger context and github cli as well as loading repository info

This PR intended as series of Stack PRs with small incremental changes

Relates to #91
