Description

This PR allows pointcloud_preprocessor.launch.py to load the parameter from yaml file.
This PR should be merged together with autowarefoundation/autoware.universe#8300

Test with xx1 bag.

ros2 launch autoware_launch logging_simulator.launch.xml map_path:=$HOME/autoware_map/sample-map-rosbag vehicle_model:=sample_vehicle sensor_model:=sample_sensor_kit
