Initial release of the ASKAP surveys coverage tools. Included scripts:
sky_coverage_plot: create a sky plot of the ASKAP pilot survey footprints with additional surveys.askap_field_to_moc: create a FITS MOC and DS9 region file of an ASKAP footprint from the tile description CSV.
