This PR upgrades the Boltz LN -> onchain swaps to Taproot.
The main advantage for Thunderhub users is the > 2x smaller vsize of the claim transaction.
The upgrade was implemented in a completely backwards compatible way; existing swaps that are pending will go through just fine. In future releases the code for legacy swaps can be removed.
