What is the purpose of the change

Use vue3, TS and some others to refactor linkis-web, discard some deprecated libraries, and optimize some project file structure and code.

Related pr:#4910

Brief change log

  • Create project folder linkis-web-next and related files according to the original linkis-web for smooth upgrade
