Problem
The validator failover page currently recommends a out of date and poor method for failing over to a secondary validator.
Summary of Changes
This PR adds a better method for failover and marks the old method as deprecated. I am not removing this method because the documentation is likely still useful for some people if they are still using this method.
The markdown still needs to be formatted better due to overall line length, but the text should be ok.
