As Per ansible/ansible-builder#688

This is causing a conflict in AAP 2.4 versions of rhel8 builds, should either remove the requirement as the dependency has it, or match it.

@sean-m-sullivan as netaddr is not being used anywhere in the netcommon repo we decided to remove it from the requirements.txt file ref: #655, i believe this would solve your conflict in the builder.
